Overview of Town Council's Joint Retreat & Special Meeting

For your information, the following is an overview of the Town Council’s joint retreat with the County Commissioners on Monday and Council actions taken at yesterday’s special meeting.

Joint Retreat - Town Council & County Commissioners
Monday, March 12

• The Council and Commission held a half day retreat Monday afternoon. Discussion topics included: amendments to the START Board Joint Powers Agreement, identifying a process for Specific Purpose Excise Tax (SPET) projects, the time allowed for JIM meetings, and they received an update on the Fire/EMS and Parks & Rec construction projects. Agenda items that will be discussed in the future include a Community Wide Capital Improvement Plan, the process for obtaining a Critical Service Provider Designation with the Housing Department, and Community Special Events.

Special Town Council Meeting
Tuesday, March 13

• The Council held a special meeting last night and continued discussion with the 3 finalists who bid on the 174 N. King Street Housing Project. The bid was awarded to Westmount Development Group of Branford, Connecticut and staff was directed to work with Westmount and draft a development agreement to construct a housing project serving households earning <45% AMI. This agreement should clearly establish benchmarks and an associated timeline for project completion ,and include a community (commercial) benefit space.

• Council also approved an amendment to the Peak Facilitation agreement adding three additional meetings and two additional trips related to the Snow King Community Engagement Process.

• Ordinance A for an alley vacation between Center Street and King Street was approved at 2nd reading.

• Ordinances B and C were approved at 1st reading which will increase the number of members on the Town’s Planning Commission/Board of Adjustment from 5 to 7.
